Creating complex custom shape
Start by creating a circle using elliptical shape tool. (figure 1.1)

Enable "exclude overlapping shape areas" at the top bar. (figure 1.2)

Create an ellipse using elliptical shape tool. (figure 1.3)

Press Ctrl+J to duplicate the layer. Press Ctrl+T and rotate 30°. (figure 1.4)

Keep pressing Ctrl+J and then Shift+Ctrl+T to create multiple duplicates of the same layer rotated by equal degrees. (figure 1.5)

Using path selection tool, select all the paths. Press Ctrl+C and Ctrl+V to copy paste the path. With "exclude overlapping shape areas" enabled at the top bar press Ctrl+T and scale up. (figure 1.6)

Using path selection tool, select all the paths. Press Ctrl+C and Ctrl+V to copy paste the path. With "exclude overlapping shape areas" enabled at the top bar press Ctrl+T and scale down a bit. (figure 1.8)

Using path selection tool, select all the paths. Press Ctrl+C and Ctrl+V to copy paste the path. With "exclude overlapping shape areas" enabled at the top bar press Ctrl+T and scale up significantly. (figure 1.10)

From edit menu select define custom shape. (figure 1.12)

Assign a name to the new shape. (figure 1.13)

This shape will appear in custom shape fly-out. (figure 1.14)

Now you can use this shape whenever you want without going through all the steps time and again. Just create a new file. Fill with a solid black color. Take orange as a foreground color. Select custom shape tool. From the preset shape fly-out at the top bar select "Tile_Pattern" shape and draw on your canvas. (figure 1.15)
